About Us

The Center for Social Security Studies Universitas Indonesia (CSSS-UI)

is an institution under the School of Strategic and Global Studies, Universitas Indonesia (SKSG-UI), focusing on research, consulting, and training. Established on 14 September 2015 by experts who have long been involved in social security reform in Indonesia, CSSS-UI is a multidisciplinary research center. Disciplines involved in its studies include Economics (including Accounting and Finance), Social Protection (including Social Security), Mathematics/Actuarial Science, Social Welfare, Law, Demography, and Public Health.

Background

Indonesia has entered a new era in social security administration with the enactment of Law No. 40/2004 on the National Social Security System (SJSN Law) and Law No. 24/2011 on the Social Security Administering Bodies (BPJS Law).

In accordance with the BPJS Law, the National Health Insurance program has been implemented since 1 January 2014 and is administered by BPJS Kesehatan, while the Work Accident Insurance, Old-Age Security, Pension Security, Death Benefits, and Job Loss Insurance programs are administered by BPJS Ketenagakerjaan.

Professional implementation of social security, as mandated by the 1945 Constitution, the SJSN Law, and the BPJS Law, is essential. To ensure that social security programs are implemented optimally for beneficiaries, support from various fields of expertise is required. Therefore, the Center for Social Security Studies Universitas Indonesia was established to fill this need.

To become one of the leading academic research centers in Asia, focusing on research, consulting, and training in social protection, contributing to the welfare of people across Asia.

Mission

  • Actively strengthen health insurance systems through research, consulting, and training in contribution collection, payment systems, impact evaluation, management improvement, and related areas.
  • Actively contribute to improving and strengthening social security in Indonesia through research, consulting, and training on pension systems, old-age benefits, poverty alleviation, and other welfare programs.

Objectives

  • Develop the institutional capacity of the Center for Social Security Studies Universitas Indonesia.
  • Conduct studies and research related to social security and social assistance.
  • Organize training programs, seminars, and workshops related to social security and social assistance.
  • Publish research findings and policy ideas related to social security and social assistance.
  • Establish collaborations with national and international partners to support the development of social security systems.
